INDIAN TECHNICAL AND ECONOMIC COOPERATION (ITEC) PROGRAMME

The Indian Technical and Economic Cooperation (ITEC) Programme was instituted by a decision of the Indian Cabinet on 15 September 1964 as a bilateral programme of assistance of the Government of India. The ITEC Programme, born out of the vision of our first Prime Minister Jawahar Lal Nehru, was formally launched under the premiership of Lal Bahadur Shastri. The decision regarding setting up the ITEC programme was predicated on the underlying belief that "it was necessary to establish relations of mutual concern and inter-dependence based not only on commonly held ideals and aspirations, but also on solid economic foundations. Technical and economic cooperation was considered to be one of the essential functions of an integrated and imaginative foreign policy. As on date 159 partner countries avail of training under this Scheme in various premier Institutes in India.

Under the Indian Technical and Economic Cooperation Programme (ITEC), training in India is provided to Sri Lankan candidates from Government, Semi-Government & Private Sectors in various fields such as:

  1. Information Communication and Technology (ICT)
  2. Audit, Accounts, Banking and Finance courses
  3. Telecommunication and English Courses
  4. Management, SME/Rural Development Courses
  5. Specialized courses
  6. Technical Courses and Environment and Renewable Energy Courses etc.

ITEC/TCS (Colombo Plan) Terms and Conditions

Air Fare

The Government of India provides excursion/economy class air tickets for travel of participants from the capital city of the participants’ country to the training institute in India and back.

Visa

Visa is issued gratis to approved nominees by the Assistant High Commission of India, Kandy

Course Fees

Course fees are borne by the Government of India

Accommodation

Accommodation is provided by Government of India in hostel/hotel, depending on the Institute and the charges are borne by the Government of India.  In case, the institute provides hostel accommodation, it is both on single or double occupancy basis depending on the rules of the Institute.  Participants are advised to check about the status of hostel on the Institute website.  Accommodation, if arranged in a hotel, is on a single-occupancy basis.

Living Allowance

Government of India pay (through the Institute concerned) living allowance of Indian  Rupees 25,000/- per month, calculated on the basis of arrival and departure dates, for meeting expenditure on food, out-of-pocket expenses etc.

Book Allowance

Government of India provides book allowance of Indian Rupees 5,000/ for purchase of Course-related books and other items of stationery.

Study Tour

Participants are taken on study tours to acquaint/familiarize themselves with aspect of history and culture on India as well as to institutions/industries symbolizing modern India as part of their Course Curriculum.  Government of India bears cost of approved study tours during the Course.

TCS Colombo Plan

Another cooperation programme of India, the Technical Cooperation Scheme of Colombo Pan, was started in 1950 with a view of providing technical assistance to neighboring Colombo Plan countries.  Through this Scheme, India provides comprehensive and integrated training to Asian member countries of Colombo Plan with the purpose of assisting them to enhance their administrative and technical capabilities through human resource development.  The Ministry of External Affairs has been entrusted with the administration of the TCS of Colombo Plan since  April 2010.  Under this Scheme, India offers 500 slots for training in India at 26 centres of learning covering diverse disciplines keeping in mind the needs of our Colombo Plan countries.  Sri Lanka is also a Partner Country of the 18 Partner Countries under this Scheme & working people from Government, Semi-Government & Private Enterprises can apply for the Training Programmes.  Terms & Conditions are same as for ITEC.
